One of several reasons that typical governments are in no hurry to start setting up off planet colonization. Another being, once you DO try and get authoritarian with/piss off a population of orbital humans, THEY have the high ground and can just drop a middling sized space rock on any earth entity causing them grief, no nuclear weapons required for a (non radioactive, 100% clean & green!!!) megaton range impactor.
