they mail us questionnaires about our preferences about cuts for basic services police, fire, gang control, water quality, road repairs… never mentioning reduction in spending on surveillance infrastructure or excessive bureaucracy

Well said. The vastly expensive boondoggles, which also crush productivity and destroy value, are never considered for cuts.

Drought forces water conservation. Water utility raises rates because public uses so little water.
