The only person that I knew to be certified ‘ sane ‘ had documentation upon his release from an asylum.

Rat, it's the government's clandestine way of ruling out those who are unsuitable for employment within their bureaucracy. Anyone who verified they are NOT insane would automatically be disqualified as a potential candidate. Other questions that would bring automatic disqualification for those who answer "Yes".... Are you able to THINK logically? Do you have ANY skills? Can you SOLVE problems effectively? Are you able to COMMUNICATE effectively? Are you POLITE? Are you ELIGIBLE for employment in the USA?

This, my dear rodent friend is how the REAL selection process works.

Soviet Russian humor in under-appreciated worldwide, IMHO. And if more people were exposed to it—and understood the societal factors that drove its development—they might be less inclined to play around with political forces.
