Although there certainly have been examples where planned economies have managed to mobilize resources to get things done quickly, lingering construction often becomes an issue. In Russian, there’s even a word for that: dolgostroy (lit. long-build). Consider also the somewhat famous Ryugyong Hotel of North Korea (under construction for almost forty years now), California High-Speed Rail or [insert your favorite example].
