I notice that his hasn't kept him from getting numerous and various appointments of "special envoy", "global ambassador" etc., etc.

It's like a rule: the more awful the performance of a politician at the national level, the more successful their international career. In the case of eurokomissars, being a national disaster almost seems to be a job requirement.
