In practice, earthly matters are usually delegated to a separate entity; while the specific arrangements may be different in different countries, as a rule there’s no taking a court to court. Sad!

Jurists tend to be miracles of passive aggression and solipsism when it comes to their own direct interest. It could be funny if done as a comedy skit. Not so much when real issues are in play.
Good to know, by the way, that the real injury was not too awful.
this happened many years ago while I was still living in Belgium. There was ice on the side walk in front of the hospital and someone made a bad fall on it. They took the person inside but I never heard if there was a bill to pay or not. The belgian law requires everyone to clean their own part of the sidewalk.
