Never go by headlines. Even in the old print days, headlines were not written by the journalist but by their editor. These days headlines serve as clickbait, and it seems they very seldom reflect the story substance.
I'm sure they also serve a political purpose, to project a desired impression on a majority of readers who don't bother to look at the details. Nudging, if you will.
