Rat makes a good point.
The weapon in this case does cognitive damage to the people who deploy it as well as the people against whom it's deployed. The people using it tend to suffer fewer material consequences, but the damage is no less real.
Again the government goes chemical rather than natural. Cactus and mushrooms had been dined on for thousands of years.
