It's just that activities involving bla... er, low albedo plastic bags are cultural universals these days.

I'm afraid exactly the people you'd wish they spoke less – they won't.
If you risk going to jail for such a long time, I'd assume they just zip it rather than take the chance. Just someone saying to a cop, "This person offended me with his speech", is all it takes. It's total insanity, IMHO.
It seems people quickly realized the safest way is to accuse first :(
