But Rat, 19 states plus Washington DC issue drivers licenses to illegal visitors, surely I can qualify.

there are quite a few who have driver's license and still don't know the signs. A few days ago a police car ran the red light (no sirens). Another day I was doing speed limit and a police car passed me by, again no sirens. Lots of people do not know their car has blinkers to show which way they will turn. Quite annoying.
