The phrase «fools and roads» has been variously attributed to czar Nicholas I and a number of writers, most often Nikolai Gogol; in fact, it was most likely coined (along with most attributions) by the comedian Mikhail Zadornov in 1980s.


Trouble is there are more fools than roads.
