Scanning the news headlines, we came across this tiny but fairly unusual piece:

Well, probably no. Permanent confusion is an integral part of modern «governance». What would they all do if everything was cut and dry?
…but then, everything is confusing these days. This cartoon is unlikely to be an exception.
Off-topic, are many of your relatives planning to move to Ohio, which is apparently a cat-free zone?
I have a theory. Maybe the confusion exists to distract us from the fact that nobody is actually steering this ship. The crew has scarpered, which is extra confusing because the rats are usually the first to go.
