If they took your ladder, it's 'for your own good' because you aren't an expert. They will, however, sell it back to you after the required 'safety' improvements are made, you pass a course on the proper use of a ladder, and after filling out the environmental impact statement about replacing a lightbulb, obtain a permit to implement the rodent elevating device to facilitate the installation of the illumination unit.

But will everyone still remain in the dark?

I was a contractor/builder in the US most my life, I know the permit process - and how to avoid it if at all possible.
